To understand this we take a plane sheet. A plane sheet represents one whole, now divide the sheet into 100 equal parts, each part will be 1/100 (one hundredths of the whole.)
It is written in the decimal form as 0.01, and read as zero point zero one, in the fractional form 1/100.
In below sheet pink part represents 1/100.
When, we divided it into 5 equal parts, so 5 parts of hundred equal parts equal to 5/100. Yellow part represents 5/100. It is written in the decimal form as 0.05, and read as zero point zero five, in the fractional form 5/100.

The whole number part is zero. A decimal point shows that value of all the numerals placed after decimal is less than whole.
Again we divide it into 65 equal parts, we write this in decimal form as 0.65, where 6 represents tenths and 5 represents hundredths.
Example: 65/100 = 0.65
In the place value chart 6 written in the tenths column and 5 written in the hundredths column.
